Abstract

This article proposes to present a critical analysis about the instances of social participation in the Policy of Intangible Heritage of the National Historical and Artistic Heritage Institute (Iphan). In view of the legislation that bases Iphan's actions on the identification, recognition and safeguarding of intangible heritage, we address the difficulties in ensuring the broad participation of the society provided for in the guidelines and principles of the policy. Although the National Program for Intangible Heritage has advanced well in these eighteen years of existence, it is still possible to identify a number of practical, legal and bureaucratic issues and dilemmas that need to be overcome. In this sense, new possibilities of action with the society are indicated, aiming mainly at the democratization and expansion of the access to the public policy of patrimony.
