Answering antimigrant hostility in Costa Rica

Abstract

This chapter reflects on three areas of the immigration debate in Costa Rica. First, it refers to the possibilities of influencing public policy. Second, it enquires on how to provide answers to the imaginaries of immigration, which are usually characterized by the exaggeration of the number of immigrants and by imputing to them the deterioration of public services and the insecurity escalation. A third area of ​​intervention refers to working with migrant communities and the ways in which they position themselves against the criminalizing discourses that challenge them. As a conclusion, this chapter suggests four main challenges. The first refers to the ethical dimension, regarding the responsibility of listening; the second challenge refers to the constitution of work teams; the third challenge refers to the possibilities of influencing the formulation of public policies. Finally, this chapter discusses how migrant communities could turn into political subjects, capable of forging their own networks, agendas and demands.
