The objective of this theoretical work is to present the dialogue between the development of Brazilian cities and the interests of national and international capital, based on the concepts of Urban Segregation, Urban Spoliation and Vulnerability. The result obtained in the end is the consolidation of conceptual framework as a tool for reading the reality of cities in Brazil that, over time, obtained their development closely linked to the interests of local capitalism and the need for urban organization to meet the guidelines of the global economy, which Brazil strives to be included.
