50 years later: the origins of the Brazilian Center for Analysis and Planning and its link with the Ford Foundation

Abstract

This article aims to dismantle the idea that the production of knowledge in the region is subordinated to foreign standards. To do so, we analyze the relationship established, during the Brazilian military dictatorship, between a Brazilian research center, CEBRAP, composed of intellectuals with high academic prestige, and an American institution, the Ford Foundation, with significant economic power. In order to deal with the complexity of a phenomenon that occurred within the framework of a destructive-constructive dictatorship, an historical perspective combined with a qualitative approach allowed us to delve into different aspects of the relationship. In general terms, the relationship was made up by a group of social scientists expelled from university classrooms, with positions opposed to the dictatorship, who in an effort to maintain their autonomy against the authoritarian state, asked for funding from the Foundation for the creation of an alternative research center to the university. Their research agendas were strongly influenced by the political and social context of the country and not by the guidelines of the Foundation, which provided the funds due to an affinity between its interests and cebrapian intellectuals.
