Velhos dilemas para novas políticas de moradia: Luta pelo direito à moradia na metrópole capitalista dependente

This article’s objective is to analyze the dilemmas that crosses through urban policies aimed at expanding the right to housing. The discussion aims to contribute to the critical theoretical scope of urbanization processes and housing production in dependent capitalist society. For that, more than carrying out a long critical review of housing programs from previous governments, we prefer to return to the explanatory bases of the multiple determinations that shapes housing problem, emphasizing that capitalist relations and their contradictions regulate the dynamics of production and distribution of housing beyond the mediation of the State. Some of the answers to the old dilemmas in the consolidation of the right to housing can be found in the occupations of homeless movements in the urban center of Salvador.
