Abstract

This article aims to understand how did the Brazilian and Chilean civil-military dictatorships manage to transform the higher education system and the structure of the public universities. Thus, this article is divided into four sections. The first section presents the social mobilization pro-democratization and higher education system reforms before the dictatorships. The second section explores the adoption of a neoliberal project for public higher education. Finally, the third and fourth sections describe and analyze the implementation of policies and legislation in public higher education during the dictatorships.
