This paper examines some theoretical issues concerning preservation and controversies about this action has been used to created, taking into consideration that the public administration has the responsibility of management heritage properties. Practical issues are also approached, as well as those relating to the obligation of public sector about conciliate resident's interests and impositions resulting from safeguard cultural resources.Downloads
