Abstract

The escape of African brains for the occidental countries is associate to the clutters, conflicts and low wages. Much even so is possible the solution of the problem if the long term, African countries and occidental they must privilege the cooperation, exchange of ideas and acquisitions of new abilities and technologies, fact that can strengthen the progress in underdeveloped countries and helps to construct them to it the local institutions.
