Abstract

The article examines the question of the 1st and 2nd level of teaching under District Administration in Brazil. It analyses historically the responsibility of the District regarding to required educational functions present in legal texts as well as regarding to the actual finantial conditions to be done by the basic school of 8 years. It also analyses the problematic that the Districtal Administration raises when on considers the transformation of the 1st level of teaching into the Districtal Teaching, and the today's real trend of considering the district as the closest comunity's instance and hence the most legitimated representative of comunity's ideals.
